This version incorporates the fixes done for the "overseas" version in that instead of relying on the VB engine to write the values of "True" and "False" to configuration files, I'm directly writing the actual words myself to avoid language issues between English and whatever the locale is on the machine running the program.

This version also has a better version of the database exporter, plus includes a new critical function for databases, compacting them.

Added better means of exporting database to SQL files, everything is NOT assumed to be text.

Also fixed a bug in which lag checking would crash the darn program, mystery bug which should of been caught by the compiler.
